Jos Buttler, who fills in as captain, won the toss and chose to bowl first in a match in which England will rise to the top of the World Cup Super League with a win.
Sam Curran returns to England in place of Morgan, with Moeen Ali getting a card to hit in the top six, while Payne replaces Reece Topley.

Payne was part of two previous England squads without playing: against Pakistan in last summer’s ODI series and in the T20I series of five matches in the Caribbean earlier this year. He hasn’t played a List A game since 2019 but impressed in the T20 Blast, taking 17 wickets in seven games for Gloucestershire this summer.

The Netherlands has been given a boost by the arrival of two players with a county contract – Paul van Meekeren and Fred Klaassen – who landed in Amsterdam on Tuesday. Shane Snater and Vivian Kingma drop out of the Dutch national team.

Klaassen missed the first two games to play for Kent in the Blast, but was fired from their team on Tuesday-evening to play against Gloucestershire, while Van Meekeren was unavailable due to injury.

The weather has been good all the time and the game will be played on a fresh ground, which Scott Edwards, the Dutch captain, told ESPNcricinfo was looking relatively dry the day before the game.
